    Eddy County authorities believe they have identified the owner of property that was in the possession of Clarence Dubois of Bismarck when he was arrested in New Rockford on Sunday, Feb. 11. Eddy County Sheriff Paul Lies said that the items were allegedly stolen from a property in Nelson County, and that authorities have surveillance footage from the homeowner as evidence in the case.     Ryan Waldo of Tolna appeared in Southeast District Court on Feb. 8, where he pleaded guilty to driving under suspension. This is his fifth offense in Eddy County in recent months. He was convicted and sentenced on four other charges in court last month, including driving or having physical control of a vehicle while under the influence, fleeing an officer, refusal to submit to a chemical test and possession of drug paraphernalia.
