County receives proposal for U.S. Hwy. 281 improvements

The Eddy County Commission received a letter from APEX Engineering Group, regarding the roadway improvement proposal on US 281, N Jct. 15 through the city of Sheyenne, which is a distance of 18.86 miles. This roadway improvement is expected to be constructed during the 2020 construction season. The proposal includes a major rehabilitation full depth reclamation with widening to extend the service life and provide operational improvement to the roadway. The proposal includes some rip rap shoreline stabilization and County Road 7 intersection improvements. Sidewalk reconstruction in Sheyenne will meet current standards to the American Disabilities Act.

Also being evaluated to determine if they will be included in the project are a realignment to the ND 15 and US 281 intersections, installation of turn lanes at the 25th Street intersection and the removal of a canal bridge, to be replaced with pipes.

APEX would like to be made aware of any projects that the county may have planned for county roads in that area that would help them in their studies. The county has no roadwork planned for roads in that area.

The commission was informed by the Eddy County Veterans Services Officer, Jerry Valdivia that he will be leaving his position in May due to health reasons.

The commission will advertise the position and will continue to look for a new office location solution. The goal in choosing a new location is to make the location easily accessible for veterans who would be seeing the Veteran's Services Officer.

The commissioners approved a Funding Agreement for the 2019-2021 Biennium for Clerk Services with the Supreme Court.

In accordance with the North Dakota Century Code, the commissioners decide the manner that district court services will be provided in Eddy County. Under the statute, the options available to the county are determined by the number of full time equivalency units (FTE) that are deemed necessary by the Supreme Court, to provided clerk of district court services in the county. Based on the data from the Supreme Court, Eddy County requires .57 FTE to provide clerk services and has the option to enter into a funding agreement to receive reimbursement for services.

Eddy County Auditor Patty Williams will send a letter notifying the Supreme Court of their decision.

Derek Messner approached the commission to discuss an easement agreement regarding an abandoned railroad line adjacent to his property. His property sits on the edge of Benson County and Eddy County, and has an unlimited easement, as long as the tracks were in place.

The railroad tracks were pulled in 2010 and appear to be abandoned. Natural Resources Conservation Services (NRCS) want an acknowledgement from the county stating that the township road that leads to his home is, in fact, a section line. Eddy County Auditor Patty Williams will send a statement to NRCS.

Eddy County Road Superintendent, Irvin Loe stated that the roads are in relatively good shape and that the snow that we have gotten lately was mostly cleared by the wind.

County employees have been working in the shop and took care of some repairs to a truck, which is now working well.

Commissioner Neal Rud will contact the company who will be doing the crack sealing and will have them contact Loe. The crack sealing will be scheduled for some time in March.

Eddy County Sheriff Paul Lies informed the commissioners that the new squad car had been ordered. The contract the state has for purchasing new vehicles is now with a company from Fergus Falls, so they will need to arrange to get the vehicle in Fergus Falls when it is ready. It will be another 60 days before the car will be ready to pick up. Then it will need to go to Grand Forks to have it swapped out for use as a squad car.

Lies also brought up the possibility of listing some of the equipment they are not currently using on a Facebook page that is set up for law enforcement to buy equipment from other law enforcement agencies. He mentioned that may be a good way to sell things like the cages that have been taken out of old vehicles that can no longer be used in Eddy County.

The next meeting of the Eddy County Commission will be held on March 6 at 9 a.m.
