    July 13 started out as a typical summer Saturday for Neto Alcala and his family. They left their home in New Rockford to do a little fishing with friends at Lake Coe in eastern Eddy County.     The N.D. Supreme Court has upheld a Barnes County jury’s decision to convict Alexander Lail of attempted murder against his then-wife and former employee. Lail appealed his conviction on Feb. 19, 2019, just two weeks after he was sentenced to 12 years in prison for the crimes. Oral arguments to the N.D. Supreme Court were made in November 2019.     On Monday, Feb. 3, the Eddy County Sheriff’s office received a report of a break-in at Rindy's Bar in Sheyenne. Sheriff Lies explained that there were three individuals involved: two attempting the robbery and a get-a-way driver. The suspects collected a fair amount of booze on the counter and caused damage to pull-tab machines.     Benjamin Makay, NR-S graduate and Cadet in the NDSU Air Force Reserve Officer Training Corps program, recently received an Aviation Flight Scholarship to pursue his Private Pilot License at a local flight school.     The Eddy County Commission has received $21,225 in funds from the Court Facilities Improvement Grant. The application was prepared in December utilizing an estimate from Leben Masonry for various repairs to the brick exterior of the courthouse totaling $28,300. It is the county’s responsibility, per the grant agreement, to contribute 25% of the project costs. The work will be done this spring.     The plans and specifications for the city's water treatment plant upgrades are about 90% complete. Wade Senger of Interstate Engineering addressed the commission on Monday, Feb. 3, where he said two items need to be resolved before they can advertise for bids.     The state Game and Fish Department’s annual Earth Day awareness campaign is accepting entries for the design of a 2020 Earth Day patch.
