    The Eddy County Commission has started reviewing its departments annual budgets which need to be completed early again this year and the commission will continue to review budgets at the next meeting. They approved a two percent cost of living adjustment at their special meeting held June 6. The following budgets were reviewed and all budgets reflect the wage adjustment.     It's hard to miss the dry fertilizer plant that CenDak Cooperative is building just north of New Rockford. The 42-by-101 foot structure, which is currently under construction just north of town near the New Rockford Municipal Airport, will house a 2,500 ton fertilizer plant with six large bins to store dry fertilizer.
