Eddy County Sheriff's Update for January 2018

Ty Lowseth of New Rockford, 25, appeared in court on January 25 on two charges of criminal trespass and simple assault that stemmed from a May 13, 2014 incident. A warrant was issued for Lowseth’s arrest on September 14, 2017, and he has been held at the Stutsman County Correctional Center since his apprehension.

He pleaded guilty to the charges and was sentenced to two years in jail, with 163 days suspended. He was given credit for 197 days served, two months after his initial arrest and then nearly five months since his bench warrant arrest in September 2017. He was also ordered to pay $360 in fines and fees.

Lowseth has now been convicted of three felonies in the past five years. He pleaded guilty to aggravated assault in Eddy County in 2013 for stabbing a family member at his home. He was also convicted of terrorizing in Richland County in 2013.

Judge James Hovey also sentenced Brody J. Cavanaugh of West Fargo on January 25. Cavanaugh was convicted of class B felony possession of marijuana with intent to deliver, and four misdemeanor offenses including driving under suspension, two counts of possession of drug paraphernalia, and carrying a concealed weapon.

Hovey sentenced Cavanaugh to one year and one day in the state penitentiary, with credit for 166 days served. He also ordered Cavanaugh to pay $1,810 in fines and fees.

A bench warrant was issued for Douglas Feigert, 48, of Jamestown on January 25 after he failed to appear in court on a driving under suspension charge from November 17, 2017.

Ryan Waldo of Tolna was convicted of four misdemeanor offenses on January 25, including driving or having physical control of a vehicle while under the influence, fleeing an officer, refusal to submit to a chemical test and possession of drug paraphernalia. A fifth charge of failure to comply with orders of a police officer was dismissed.

Judge James Hovey sentenced Waldo to 90 days in jail at the Lake Region Law Enforcement Center, with all but 10 days suspended. He shall report to the LRLEC on three Mondays in February starting February 5, and then serve 3 consecutive days each week. He was given credit for one day served. He was also ordered to pay $2,360 in fines and fees.

Waldo was arrested on October 29, 2017 after an officer attempted to stop him near Hamar because he had no license plate. Authorities said Waldo fled into Hamar, left his vehicle in front of the bar and ran. He was tased and arrested. He was also cited for driving without insurance and failure to register his vehicle. He posted $750 cash bond on November 1.

Waldo was also arrested in Eddy County for driving with a suspended license on November 29, just 30 days after the previously mentioned charges were filed. He made his initial appearance in court on that charge on December 14, where he pleaded not guilty. He is due in court for that offense on February 8.

Roxanne Solis of Kandiyohi, Minn. has been convicted of making false reports to a law enforcement officer, a class A misdemeanor. Solis also faced a class C felony theft charge in the case. According to Sheriff Paul Lies, on December 18, 2017, an Eddy County deputy discovered a stolen vehicle from Minnesota sitting outside a trailer in Sheyenne. Inside the trailer the deputy located a women who identified herself as Veronica Solis, who was from Minnesota. Authorities later learned she gave a fake name and admitted to taking the car. Minnesota authorities have charged Solis with the theft, so the Eddy County theft charge was dismissed.

On January 25, she pleaded guilty to providing false information to law enforcement for giving a false name, and Hovey sentenced her to 38 days in jail with credit given for the 38 days previously served. She was also ordered to pay $360 in fines and fees.

James Wells of Carrington was found in contempt of court on January 25 for failure to complete community service hours as ordered by the court. Defendant shall serve 10 days in jail as remedial sanction. The contempt may be purged by paying $100.00 in full on or before March 11, 2018, and completing 18.5 hours of community service on or before February 11, 2018.

Wells was convicted of possessing and ingesting marijuana April 21, 2016. This is the third time Wells has been found in contempt for failing to fulfill the orders of the court in this case.

Steffen Greywater of Devils Lake was also found in contempt of court on January 25. He was arrested on a bench warrant December 19, 2017 for failure to complete community service. He posted $325 bond.

The community service was ordered on November 18, 2010 when he was convicted of possession of drug paraphernalia.

In the order to show cause hearing, he was ordered to serve 10 days in jail as remedial sanction. The contempt may be purged by completing 16 hours of community service on or before February 11, 2018. Bond is to be applied to fines/fees owed the Court.

Jessica Ray Ann Logan of Warwick faces three charges after a traffic stop in Sheyenne on January 16. Logan was driving a vehicle with a license plate bearing expired tabs that was registered to another vehicle. According to the criminal complaint, Logan was also driving with a suspended license and was in possession of a loaded 16-gauge short barreled shotgun. The possession charge is a class C felony. Logan has at least three other driving under suspension offenses in the past five years. She is due to make her initial appearance in court on February 8.
