Eddy County Sheriff's Report June 2022

Two Sheyenne residents have been charged with varying degrees of assault following a physical fight on June 18.

According to court documents, the fight began as a verbal altercation between Chelsea Laroque and her husband, Mitchell Laroque.

For her alleged role in the fight, Chelsea Laroque has been charged with aggravated assault, a Class C felony.

According to court documents, “When M.L. (Mitchell Laroque) attempted to remove their children from the house during the fight, the Defendant (Chelsea Laroque) intentionally tripped him while he was carrying one of their children, which resulted in him hitting the sidewalk outside their home, face-first, knocking out several of his teeth.”

Allegedly, Chelsea Laroque continued to attack her husband once inside, resulting in him “bleeding profusely” when deputies arrived on scene.

Mitchell Laroque was charged with simple assault, a Class B misdemeanor.

According to the charging documents filed against him, the altercation left his wife with bruises on her face and a bloody nose - injuries which he insists were self-inflicted.

The document adds, “The Defendant and C.L. (Chelsea Laroque) were the only two adults in the house at the time of the altercation. C.L. indicated she was hit behind the car by [an] ‘Anthony Charboneau,’ but was visibly impaired during the event. It is believed she thinks her husband ... is “Anthony Charboneau.’”

A Class B misdemeanor carries a maximum punishment of 30 days imprisonment, a fine of $1,500, or both. The maximum penalty for a Class C felony is five years’ imprisonment, a $10,000 fine, or both.

Both Chelsea and Mitchell Laroque are considered innocent unless proven guilty.

Meanwhile, Shannon Rae Kenner, a Devils Lake resident who was recently charged with theft of property for stealing a 2016 Ford F-150 in Eddy County, pleaded guilty on June 9.

That same day, Kenner was sentenced to 30 days in the Lake Region Correctional Center, but did not serve any time behind bars, as she was given credit for 18 days served and had the remaining balance of her sentence suspended.

Due to indigence, defined as “a state of extreme poverty,” Kenner’s fines and fees were also waived.

Richard Lawrence Peltier of New Rockford pleaded guilty to the charge of disorderly conduct, a Class B misdemeanor, and was assessed $350 in various fees and fines.

According to the official complaint filed against him, the offense was committed when a “J.N.” came to get “K.P.” from Peltier’s home, due to Peltier’s “intoxication and aggressive behaviors.”

“While attempting to leave the house with K.P., the Defendant began yelling at J.N. and start[ed] fighting him, which escalated to the Defendant pushing J.N. hard.”

The document goes on to say that Peltier, later that night, pinned down K.P., “putting his whole weight on her and pinning her to the bed,” before K.P. managed to break free and call the police.

Peltier was also placed under unsupervised probation until June 4, 2023, and may not possess or own firearms during that time.
