    Due to the rise of COVID-19 cases in Eddy County, local officials are asking the public to limit their entrance into the courthouse for important business only.     A mere 11 blocks of water mains remain to be replaced in New Rockford. Wade Senger of Interstate Engineering reported to the city commission Tuesday that a few blocks on the west end of each Second, Third and Fourth Avenue North are left.     The North Dakota Highway Patrol conducted high visibility enforcement (HVE) over Labor Day weekend from Friday, Sept. 4 through Monday, Sept. 7 throughout the state.     North Dakota’s state veterinarian says the state’s first reported case of anthrax this year is a reminder to livestock producers to take action to protect their animals from the disease, especially in areas with a past history of the disease.
